Jessica Hankins, AICP

Jessica is Principal of YPG and an AICP-certified planner through the American Planning Association (Certified Planner No. 34620).

Jessica has nearly 20 years’ experience in environmental, land, and infrastructure planning in the private and public sectors. Areas of experience include:

  • CEQA and NEPA compliance for public works and private projects (IS/MNDs, EIRs, EA/FONSIs and EISes)

  • Grant writing and reporting/administration

  • General Plan and Zoning Ordinance updates

  • Planning Department staff contracting for development review, project processing, staff reports, land use consistency and compatibility analyses, resolutions, and ordinances

  • Public Works Department staff contracting for development review and project management

  • Project presentation to commissions and boards

  • Community outreach strategies tailored to project needs

  • Conducting public meetings for controversial projects and advance planning visioning

  • CSA and PRD formations, amendments, and annexations, including Prop 218 elections

  • Municipal Service Reviews incorporating financial review and planning practices, infrastructure inventories and needs assessments, and staff and facility efficiency assessments

  • Planning-related documents, e.g., Fire Prevention Plans and Operations Plans

YPG partners with other professional service firms as needed to provide comprehensive services.
